Education right of 2009 was implemented and a 25% quota reserved for
disadvantaged society was imposed on private schools. Despite the government’s
bright outlook, the implementation of this was entirely on the state government.
Disadvantaged society meant different things in different states depending on
household income to caste. The amendment also led to partial discrimination against
students from the EWS section in classrooms. EWS parents were also charged for
anything besides tuition such as mid-day meals, uniforms, books etc. By 2018,
private institutions started protesting about dues yet to be reimbursed by the
government.
